C (Johann Christoph) Penzel was a maker in from 1842-1880. Both HR Schopper and Ullmann claimed to be his successor.
Oskar Ullmann was a maker in Leipsiz from 1902 to 1943. He assembled instruments from parts made by his brother Arno in Adorf and other makers in Markneukirchen. It should be noted that there was 23 years between the end of the Penzel company and the start of the Ullmann company. So, it is likely that he simply used the Penzel name as a marketing tool.
